Create a table, select the whole table, increase the height of a row, then
choose "distribute rows evenly" from the menu.  The result ought to be that the
total table size is allocated between all the rows making them all the same
height but keeping the total table height the same.  What instead happens is
that all rows are set the the height of the tallest row.
