As you have described it must be something special on your machine. You should
try something like a registry cleaning tool to as I would suspect some broken
registry entries stopping the installation. I think you should ask at the
us...@openoffice.org mailing list or a Microsoft specific support forum as the
vcredist is a Microsoft application
