Text frames anchored "As character" lose vertical position and protection
attributes when saved as Microsoft Word 97/2000/XP files and re-opened. Whatever
vertical position is set, the vertical position after saving and re-opening is
"From bottom" to "Base line" with the "By" value either 0.00" or 0.01". All
protections are lost.

To rule out Templates, I renamed the Templates directory. To rule out
customisation, I renamed the .openoffice.org directory.

To reproduce:

   1. Start Writer from the menu
   2. Insert -> Frame
         1. Type
            Select "As character".
            Accept the default position of Top to "Base line".
         2. Options
            Protect
            Select all three.
         3. OK.
   3. Quit and save as a "Microsoft Word 97/2000/XP (.doc)"file.
   4. Open the saved document and inspect the text frame's vertical position and
protection.
