If the .ppt specifies the same font as used in the .odp, then yes it is installed, otherwise OOo would not be able to show the bullets correctly. But suppose the .ppt specifies a different font to ensure compatibility on systems that don't have OOo installed (and the fonts that come with it), then I wonder if maybe that font is installed with MS Office but not with just MS Powerpoint Viewer? Then with MS Office installed on your system the bullets would show correctly.
