When saving a spreadsheet as Text CSV (.csv), the "Edit filter settings"
checkbox is always greyed out.  There is no way of checking or unchecking the 
box.

Whether or not the filter settings dialog actually appears seems to depend on
the current format of the spreadsheet.  If the spreadsheet is a CSV file, then
the filter settings dialog will not appear.  This makes it impossible to re-save
a CSV spreadsheet with different delimiters.  However, if the spreadsheet is an
ODS or XLS file, the filter settings dialog will appear.

Reproducibility: Always

Steps to reproduce:
1. Open an XLS or ODS spreadsheet.
2. File->Save As
3. Filter->Text CSV.  At this point the "Edit filter settings" box remains
greyed out and unchecked.  It ought to be checked (though probably still greyed
out, since the user should always specify the filter settings when converting to
CSV).
4. Save.  Now the filter settings dialog appears, contrary to what the user had
been led to believe by the unchecked "Edit filter settings" box.

OR

1. Open a CSV spreadsheet.
2. File->Save As
3. Filter->Text CSV
4. Filter->Text CSV.  At this point the "Edit filter settings" box remains
greyed out and unchecked.  It ought to be active so that the user can check the
box in case he wants to use different settings.
5. Save.  The filter settings dialog fails to appear; there is no way of saving
the spreadsheet with a different delimiter.
