To reproduce:
1. Open Writer
2. Menu Insert/Frame... 
   OR 
   Menu File Create/Labels...
3. Line arrangement "Set All Four Borders", Line-style "none", spacing to
contents 1 cm. (see screenshot) Click OK.

Result: Spacing to contents reset to none.

The way to enable spacing to contents seems to be to set line color white with
width 0,05 pt. But this is no way for 'Labels'-document which automatically
created based on frames. Here should be a way to add paddind from border to
frame content without drawing any border. Because labels can be printed with
color printer on color paper and frames will be visible.

Also,
1. Insert Frame in Writer, open the Frame-Borders dialog.
2. Set "Left and Right Borders Only". Result - Top and Bottom margin fields
disabled
3. Click on the upper border of the preview box to set upper border for the
frame. Result - Top and Bottom margin fields disabled. but the Top margin field
should be enabled.

Similar issues are: 23561, 63138.
