It doesn't seem to be the correct reference. Perhaps ISO 31-0 ?
Are you sure, that the dot as thousand separator is really wrong? For example in
German a dot is used as thousand separator although ISO 31-0 recommends a space.
What thousand separator does your localized OS use?
This issue might be connected to issue 106961: Option to directly set decimal
and thousands separator to own liking, regardless of any locale settings
and to issue 51662: Read separators and formats from Windows Regional Settings.
You can use a user defined format with the format code #_i##0,##. But such an
user defined format does not automatically group in all cases, see issue 93591:
custom thousands separator (number format) does not function above 999999
