It is possible to insert a cross-reference based on a numbered paragraph. It is possible to number a paragraph over its style attributes (vs. hard attributes) It is possible to apply a style to a specific level of TOC entry. But it is NOT possible to get a working reference to a numbered paragraph in a TOC. Guessing why: each time a TOC is updated its content is thrown away, re-inserted, the format re-applied. Any reference defined before this update loose its anchor.
