When entering a function with multiple operands, Shift-F4 only works on the
first argument, e.g.
=MOD(A1,A2)
can't be changed to 
=MOD(A1,$A2)
by pressing Shift-F4.

This appears to be related to the "localization of argument separators" issue,
i.e. comma, semicolon etc.
