I'm not sure about reusing LANGUAGE_YIDDISH and making en-US the default. MS
assigned 0x043d to Yiddish but doesn't say which locale and apparently never
implemented it. Furthermore, to make things even more uncertain, 'yi' is a
macrolanguage code. The Ethnologue says Eastern Yiddish 'ydd' is a language of
Israel and Western Yiddish 'yih' is nearing extinction, see

I introduced LANGUAGE_USER_YIDDISH_US 0x083D and made that the default mapping
for 'yi' without country, as we don't have other yi locale data yet. Also added
the language list resource entry to langtab.src and the CTL script type entry to
mslangid.cxx. Note that in yi_US.xml the LC_FORMAT element now reads
<LC_FORMAT ref="en_US" replaceTo="[$$-83D]"/>
