I could successfully replicate the bug reported. 

Configuration Used: 
Operating System: Windows 7 Home Premium (64-Bit)
Processor: AMD Athlon II Dual-Core M300 2.00GHz

Open Office Ver & Build: Version 3.2.1 
OOO320m18 (Build: 9502) 

The bug can be seen even without having a secondary axis. 

Simpler set for replicating the bug:

Open the “OpenOffice.org Calc” application and follow these steps:
1)      Go to “Insert -> Chart “ and select an XY (Scatter chart) with Lines 
Only
configuration and press Finish (leaving the default settings).
2)      Once the Chart is loaded, click on “Format Axis” for the Y-Axis and 
click on
the Line tab. 
3)      Select Color to be anything apart from Gray 30% (in my case Red 1) and
increase the transparency to anything above 0% (I tested in range from 10% -
100% ) and click on “OK” leaving all  other values as default
4)      When the chart is selected, the Y-Axis will be seen in red although, 
when the
chart is deselected the color is restored back to Gray 30% (as if 100 % 
transparency was assigned) 

I tested with other parameters (such as zoom and width) along with the
transparency. 

If only the zoom variable is changed, keeping the width as 0.00, the line color
is displayed correctly after 140% zoom. Anything below 140% zoom, the bug is
still seen. 

If the width of the Y-Axis is changed to anything >= 0.2 inches, the color is
displayed perfectly with or without deselecting of the chart in any combination
of transparency and zoom variable values.

I am attaching my test cases and results (tabular format – pdf) along with this
description. (in the next comment)

This bug can also been seen on all other axis (X, Secondary Y and Secondary X
axis) and is not restricted to Y-axis.
