Yes, it is invalid also due to the reason you mentioned.
If you want that the user should be warned (in addition to the Warning dialog he
gets when saving to external formats) you should file an appropriate
"Enhancement" issue.
Mutating issue are kind of forbidden, because the handling will get VERY
uncomfortable of such issues. It won't soung good to have an issue with a
summery "Not possible to save..." and in the end it is a request for a warning
dialog.
Please file a new issue for the different goal.
