Please add an indent for this check box, because this option is related to the option above and change the dialog titel to 'Export Text File'. If checked, the CSV export quotes text of a cell, regardless if it contains any delimiter characters. In OOo 3.3 this was the default. If unchecked (default for 3.4), text is only quoted if necessary. When importing CSV files in Calc, the 'Quoted field as text' option is used to set the 'Quote all text cells' on saving the file, because no CSV export dialog is shown on saving.
