LibreOffice is a fork, developed by The Document Foundation, which DOESN'T include all the former OOo developers. The MS XML support isn't perfect, and itìs the same deactivated in OOo code for that reason. LibO inherits the efforts of Go-oo, so it's parallel to OOo, but not "the new" OOo.
