OOo does not register for any type that could be used with "Non-ODF Text HTML Template / Empty Non-ODF Document Template". So this icon just makes no sense in the executable. Some icons are indeed included more than once, it could of course be improved. But the priority of this improvement is quite low. But the configuration icon should of course be removed for OOo 3.4.
