Steps to reproduce:
1. Create new presentation
2. In Task Pane go to Layouts tab
3. Place mouse pointer on any layout icon and wait for some time

Actual result: tool-tip containing the name of this layout did not appear.

Expected result: tool-tip containing the name of the layout appeared.

In OOo3.3 the tool-tip appears. And it’s much more convenient to have this
tool-tip to provide some names for layouts.

Note: The same issue for Master Pages tab.
