Well, myself and a few other "builders" like to reuse their prebuild
packages. Before issue 46209 was integrated it was simply possible to
generate your own $OS$COM$CPU\{inc,lib,runtime\}.zip files with "dmake zip"
and reusing them next time without rebuilding them from source.
Restoring zipped/makefile.mk just brings back this feature and configure
(set_soenv) already checked before if you either have the *.zip or gave
the swithches to build them.
Btw. thanks for doing the QA for this, I did assign it to you without asking
first.
