However, let me express a view about how tracked changes should work with bullets and numbering, since someone above mentioned it was unclear. The way tracked changes should work with bullets and numbering is exactly how it should work with any other part of the document. That is, what was there before should be marked as a deletion if it has changed and what is there now should be marked as an addition if it wasn't there before. If you add a new paragraph 2. B between these two: 1. A 2. C it would become 1. A 2. B <- both of these marked as insertions 2^H3.
