Steps to reproduce:

1. Create an empty document
2. Type this example text:
A
b

c
d

e
f
3. Choose "Tools/Line numbering" from menu, check "Show numbering", set
"Interval" to 1, check "Count/Blank lines" and press OK. This will result in
lines numbered from 1 to 8 (the line with f is numbered 8)
4. Choose "Tools/Line numbering" from menu, uncheck "Count/Blank lines" and
press OK. Now the empty paragraphs don't have numbers next to them, but the
numbering is still from 1 to 8.
5. Go to the first empty line (the one after "b"), type any character and use
Edit/Undo or Backspace to delete that character.

Now the numbering ends at 7, and the next line is numbered 3, despite the fact
it was numbered 4 before the insert char/delete char or insert char/undo
sequence. This looks like a bug.

6. Choose "Tools/Line numbering" from menu, turn counting empty lines on. Now
the empty line 3 and the following one (the one with character "c") are numbered
3. This looks like a bug too

Conclusion - disabling Count/Blank lines doesn't update the line numbers.
Reenabling Count/Blank lines doesn't update the line numbers. The only way to
update the line numbers is to insert/delete a character in each empty paragraph.

I think it could be easy to overlook, because it's only obvious when numbering
interval is set to 1.
