In Base 1.9.100, tables placed in reports have to be big enough to handle the
worst case number of records. In forms the user can use the vertical scroll bar
to see other records if the number exceeds the size of the table. But try using
a scroll bar in a printed report.

No way to specify a table whose vertical dimension is determined by the number
of records in the table.
