This shows that the issue doesn't just happen when starting from the command line. It shows a reproducible and consistent scenario about when it does & doesn't happen (watch the video & see). Yes, it is windows NT4. I'm not planning on installing OO again just because of this - reinstall is a lot of hassle. If issue isn't able to be resolved from this analysis then, I'll just close/open the document (without closing OO) when I need to use bookmarks so that it starts working again. Users will still have learnt the method to solve the problem if it does happen.
