With that not set, the dotted box just disappears after a short bit and it does not matter if you have the ctrl key pushed. With the ctrl pushed, a sight motion shows a small icon, that might be a move icon when you drag. I think the best answer is to have the box you mention pre-checked because then a new user just trys a couple keys to see which one is the drag and duplicate one and you have immediate feedback visually that something is being dragged.
