Thx for your contribution. I hope you don't blame OOo to be superior than
Microsoft Word by allowing objects (frames, graphics, drawing object, etc.) to
be anchored inside a frame ;-) Microsoft Word also doesn't support anchoring at
pages.
Thus, we have to problems on the export to the Microsoft Word file format:
1) objects anchored inside frames - see also issue 49737.
2) objects anchored at pages, which have no content.

We have to think about possible solutions/workarounds:

ad 1) objects anchored inside frames could be anchored at the same content as
its parent frame. The position attributes have to be adjusted for this solution.
Another alternative is to export the parent frame as an absolute position object
(Mircosoft Word object of type 'frame'). Such an object allows objects to be
anchored inside it, but this object doesn't support all the attributes that
textboxes supports.

ad 2) additional content (empty paragraphs) could be inserted on such pages.
Thus, the at pages anchored object could be anchored at this content. This
solution isn't very easy to implement and would change the document structure.

I think all these solutions aren't very applicable. A better solution would be
to avoid such situations is the case a Microsoft Word document has to be 
created.
For your document, which I think is laid out as a brochure, it would be better
to layout 4 pages, each with the content of one of the big frames, and use the
brochure print options.
