Reverting those changes removes this problem.
(I'm not sure if it re-introduces another, though.)

#115901# is a feature task, and there were a number of changes for that issue
(ca. 10 files). I can't quite determine what role this particular changes has.
The gist is that when joining two paragraphs from the back (i.e., the backspace
case), then we still join 'forward' if there is a numbering rule at the first
paragraph. In the heading case, there is the outline num rule, hence we join
'forward', and hence the heading 'wins'.

Amusingly, the original feature task was already worked on by hbrinkm/mru, so
all involved parties already know each other. It's almost like a family 
reunion. :-)
