Don't know how you managed to create that mess but that has nothing to do with 
OOo installation. Besides you should better always  uninstall the old version 
before installing a new version of OOo.

But - I know what is broken when you system acts like you described. The .exe 
extension is associated with OOo instead of "itself". This can only be repaired 
with directly in the Windows registry as editing the File Type EXE is not 
allowed in Explorers file type dialog.

Save the attached file repairexe.reg and double click it. A dialog should pop 
up wether you want to merge that file into the registry - unless your 
association for .reg files is also broken ;-) - confirm the dialog with "Yes" 
and everything should work fine.
