The situation has much WORSEN. In OOo 1.9.104, not only the character doesn't
appear correctly in the formula editor, it doesn't appear correctly in the
document either.
Please change Issue type to DEFECT (and maybe version to 680m104).
In Tools/Options - Language Settings - Languages", if I choose "Greek", I lose
my "French" setting for the document text. Moreover I can't choose both
Mongolian and Greek together.
Nevertheless, I chose Greek, Korean and Hebrew, then open a new document and
clicked Insert: Special characters: Font: Lucida sans, then
  from Basic greek subset, I clicked on capital phi (U+03A6),
  from cyrillic: upperlined h (U+040B),
  from basic hebrew: aleph (U+05D0),
  from Letterlike symbol: double struck N (U+2115),
  from Mathematical operator: "whatever be" symbol (U+2200).
Except from cyrillic upperlined h, all these symbols are current in maths.
I clicked "OK", then selected inserted symbols and clicked on Insert: object:
formula.

+ In the document formula,
phi then appeared as a small rectangle (while greek is supposed to be my 
language),
upperlined h, as a T !
aleph didn't appeared at all (while hebrew had been selected),
N and "whatever be" appeared correctly.

+ I double-clicked the formula: in the formula editor,
the only difference with just made description is that aleph appeared correctly.

So tl's tip doesn't work.
