This may seem strange but is a common practice in Journals or multi-author works. The Chicago Manual of Style, 15th edition section 16.66-16.70 page 610-612 describes this requirement - “Unnumbered footnotes always precede any numbered notes on the same printed page. They are most often used even when the numbered notes are endnotes. Unnumbered endnotes [...] should appear immediately before note one of each chapter.” “In Journals or multi-author works, special acknowledgements may be given in an unnumbered footnote on the first page of an article or chapter., sometimes appended to the bibliographic information. [Example unnumbered note -] ‘The authors gratefully acknowledge the assistance of Oscar J.
