Because you need to operate the dialog that is triggered by this function anyway it's enough that you can call it from the menu or the toolbar where it is accessible quite easily. Using "Paste Unformatted" OTOH always needs additional actions compared to this, though it is used much more often than "PasteSpecial". At least in more than 90% of real life I never used anything else than "default paste" or "paste unformatted".
