It seems to be not absolutely consistent but nonetheless very easily reproduced. To reiterate from 50152 how to reproduce this: Create a table in Oo Writer with 2 rows and 2 columns. Attempt to make the bottom row larger by dragging the very bottom border of the table down. Instead of the bottom row being enlarged, the top row is enlarged.
