Sorry, if the spec text "regardless if it is a num...." may have confused you,
but we are non-native English speakers/writers. This should also intend that
"normal" indents will be deleted by Backspace key.
Regarding the "original" issue, that Backspace will destroy the indent of the
preceeding paragraph is a feature, which origin is from a time long before
StarOffice went OpenSource. Thus it is not specified on OO.org.
As Frank already tried to describe in a Mail to [sw-users], this also works as
designed. OO Writer gives the user two possibilities to apply a format when
merging paragraphs. The paragraph format of the paragraph where the cursor
currently is positioned will be applied to the one paragraph resulting from the
merge-process of the two paragraphs.

Only because it is not listed in the current specifications, it will NOT be
treated as a Bug. You are one user of many (including all enterprise customers
of StarOffice) and your only vote will lead to a change of a product.

You can file an "Enhancement" issue of course, if you think you need a different
behaviour. A defined behaviour/featur WILL NOT be treated as a bug by our 
company.
