Thanks a lot for the workaround : it works fine, so priority could be changed to P4 or less... By the way, I've a question about OOo 2 roadmap : we're testing OOo 1.9.m104 so stable OOo 2.0.0 isn't existing but some bugs would be corrected only in OOo 2.0.1 that's strange for me (I believed we're testing beta to publish a stable version of OOo 2.0.0).
When OOo 2.0.0 would be then release (and same question for OOo 2.0.1) ?

This is duplicate to issue 47340.

You can workaround it, when you do not use cut&paste. You can move the chapter
with the "numbering and bullets"-toolbar. Use the white up-arrow which is
combined with  a little blue one. You can also use the navigator to move the
chapter, the buttons top-right.

The bug has not priority 2, because you have no crash, freeze or data loss.
