Fixed in cws ooo20l10n. 
The command: dmake openoffice_km
creates a bilingual installation set english and khmer.
Nevertheless the OpenOffice.org starts in khmer because of the existence of the
file
$(install)/share/registry/modules/org/openoffice/Office/Linguistic/Linguistic-ForceDefaultLanguage.xcu
In this file the OpenOffice start language is written during packing process. In
the case of en-US,km this will be khmer.
