This is an MS Office compatibility issue. The documents described here were
created with MS Word 2002 SP3.

A text box created in the header with default settings does not obscure normal
text or images in the header (when viewed with OOo). In the main body of the
document, it does obscure normal text and images.

In MS Office, it obscures normal text and images whether the text box is in the
header or the main body.

To clarify, a text box in the header should obscure header text, but not main
body text. A text box in the main body should obscure main body text.

In OOo, in the header, the text appear intermingled.

To reproduce:
-In MS Word, create a new document.
-Edit the header, and type in some text.
-Insert > Text Box, and place it in the header partially covering the original 
text.
-Type some text into the text box.
-Notice that the original text is hidden.
-Save file
-Open in OOo
-Notice that the original text is *not* hidden.
