I'd say that is a function of the utterly incomprehensible structure and vast, overblown number of components in issuezilla. Here we go: When I open the navigator (F5) or "Styles and Formatting" (F11) their windows are included in the list of open windows which I cycle through for example via Alt-Tab in icewm window manager. IMHO this should not be the case.
