He thinks, when it is very urgent for him, then it is a P1 issue. Some issues maybe get a false P1 priority because of this text. Of cause, you find a better description on http://www.openoffice.org/scdocs/ddIssues_EnterModify.html#priority, but that is not linked from http://qa.openoffice.org/issue_handling/pre_submission.html.
