Please, reopen this bug, or don't discard the issues as "duplicates" when they report the same bug on current build 113. Consequence: OO will NOT install on Windows 98SE (French retail version), Windows 98ME (French retail version) (with all their latest Microsoft security fixes). It really seems that there are dynamic link dependencies in the installer helper DLL that forbids it to run (note that this only affects the main program installer for build 113, but this bug is not present in the language pack installers for build 113). It looks like a porting issue (most certainly a linker option, or a unguarded Unicode API, where a Win32 API is not implemented on Windows98/98SE/ME, most probably the local ANSI to UTF-8/16 encoding converter; the light embedded Unicode layer for Windows 95/98/98SE/ME *only* supports partial conversion from UTF-16 to local ANSI, producing "?" output for unmapped Unicode characters, and the more complete optional "Unicode Layer" uses conversion buffers to convert Win32-Unicode APIs into Win32-ANSI APIs, and their returned values).
