I don't think this is an acceptable fix. "<value/>" is the way of choice to
express an empty value tag in XML. There are hundreds of these in officecfg.
Additionally XML does not require whitespace or linebreaks between markup in
<prop ..><value/></prop>.

If localize (or probably cfgex) can't handle correct XML, you should fix the
parser, instead of uglifying the XML in way that others can legitimately
reintroduce at any time. As localize -e isn't run as part of normal CWS use,
this sort of problem is bound to reappear, if you don't fix the real cause.

If you need an urgent fix now and fixing your parser is too risky, please at
least submit a followup bug to fix the real problem and add a refernce to that
issue here.
