I attach a document template to show the problem.
Numbering of heading restarts in the Annex with A, B etc. (instead of 1, 2 etc.)
To reproduce the problem do the following

1. create new document using the attached template
2. go to the Annex
3. place the cursor in front of the 'F' of 'A   Figures'
4. press ENTER --> you get a new heading A, a heading 'B  Figures' (as 
expected) 
and a heading 'B  Tables' which should be 'C  Tables'.

I can do what I want, I always get the numbering tampered somehow.
