Now I think this problem is related to browsing previews of Styles. In the Web Wizard Dialogue you can see the left pane (Steps), "Select a style for the table of contents page" with Style (color) list box on the upper right and a preview of a selected Style on the lower right pane. If you select and highlight a Style one-by-one by hitting the up-arrow key or the down-arrow key in the list box, you can browse previews of selected Styles.
