This issue is a known problem with the way ALPS/Synaptics touchpads handle
touchpad scrolling. Actually, Mozilla/Firefox suffered from the same problem
(details here: https://bugzilla.mozilla.org/show_bug.cgi?id=146962). 

There's nothing we could do about that in OOo, this issue has to be fixed by the
driver vendor (trying to get the fix below upstream) - one has to edit a
configuration file.

To manually fix this: search for the file SynTPEnh.ini on your system (default
location is c:\Program Files\Synaptics\SynTP\SynTPEnh.ini for an English WinXP).
Add the following lines to it:

SF = 0x10000000

Then, either reboot your machine, or (for the daring ones), kill process
SynTPEnh.exe, and restart it again (same dir as the ini file above).
