I verified this on Oo 1.9.113 for Win XP.  On Oo 1.1 for Ubuntu, Ctrl-Up and
Ctrl-Down simply did nothing instead of doing the wrong thing.  Which was an
improvement.

Ctrl-Up and Ctrl-Down are currently implemented to move paragraphs up and down.
 Ctrl-Right and Ctrl-Left are implemented to skip between words quickly.  This
is a UI nightmare.

Ctrl-Up and Ctrl-Down should be implemented like they are in Word, Emacs, and
Vim.  They should be used to skip to the starts of paragraphs quickly, making
them movement tools, not edit tools.
