This behaviour is desired. When moving a graphic (or any other object like
frames, drawings...) the object will look for the next available anchor point
(depending on the assigned anchor type) in the document.
This will not happen via dialog, because there should be offered both
possibilities for the user: one to grab the next anchor point, one to keep the
original point.
Also, other Word Processors behave the same and we want try to keep
compatibility.
