since for historical reasons "-L" is not applicable here (don't ask...), 
inserting

       +$(RM) $(MSIOFFICETEMPLATEDIR)$/Binary$/Image.bmp
       +$(RM) $(MSILANGPACKTEMPLATEDIR)$/Binary$/Image.bmp

before copying the images might be the way to go. does this solve your problem?
