The problem here is, that there are two textobjects available, which overlay
each other when opening in OO Writer. opening in Word will only show one of
these, because the body text where the objects are anchored to is moved out of
the visible area due to the graphic which expands the header to the lower page
limit. Thus, one frame is moved out of the visible area.

OO Writer is not designed to keep body text and objects anchored to it out of
the visible area. And Writer DEV will not change its current behaviour, because
we think, that it is not good to keep objects out of visible area and let them
magically appear when doing kind of formatting in the document.
