Sure. As first step, we would need to take table-names as-is, that is, if you
pass foo%20bar, then we would attempt to create a table with that name (which
will most probably fail :-\).
Second, if there are clients which (wrongly) pass encoded names, though they
intend to use unencoded names (and it seems this is the case here), those
cliensts need to be "fixed".
