Why do even the timestamps of files change, which weren't modified in this
round? This probably happens after the original was extracted and the original
patch gets applied, right? So these timestamps depend on the time the project
was built, and the build time isn't so valuable information that it should
commited into CVS.

Other than that, I think tracking the patch changes should happen in CVS and the
diff's should be easy to read. No untouched files should be mentioned in the
diff. Your right, the patch format itself is better handled in issue 40959.
