In fact, the problem, which happens on Windows only, appears for over ten
developer builds. 

In OOo Base, data can be saved in an embedded table using HSQL engine. Nothing
goes wrong if a user always uses a file on same location. However, tables inside
the file disappear if the OOo file is saved to other location. That means if I
open a backup file or a copy, data is simply lost although the original file is
all right.

I checked it on 1.9.118 Linux build too. Everything is fine. I believe the
problem is of Windows builds only.
