I guess this issue is about the toolbar-icon and that
"הכנסה" meanst Insert and "הכנסת טבלה" means "Insert Table"
It is desired behaviour that the toolbar-button is labled "Insert" and not
"Insert Table" since it is used to insert other things as well, not only tables.
Make a long-click on the button and you can insert frames, graphics, footnotes,
etc.
If you double-click one of the choices, you make it persistent and the icon will
no longer show a table, but e.g. the graphics-icon. A lable "insert table" would
be wrong in this case.

Since the toolbar-layout changed completely and there is no general
insert-button anymore, this issue does not apply to OOo 2.0 (even if it would,
the tooltip would still be OK).
For future issues please remember that most people dealing with the issue cannot
read hebrew. so please always describe the issue in english as well.
