When I insert an image via Insert -> Picture -> From File, then I specify a
website url for the filename of some image and select "Link".  

Actual Behavior
The image gets copied from that url to a temporary system file location and the
image location is updated to that local location.

Expected Behavior
The originaly website URL is stored as the location of the picture.

This is problematic for several reasons, one since the URL location should be
preserved but also because the location that gets stored is the temporary system
files location which could get removed. After you've added the image, if you go
into the Picture, and edit the Link filename to be the http URL, things work
correctly. It's only during the initial add that this works incorrectly.
