I can confirm this with OOo1.9.122 on WinXP.
Calc expects FFFE Bytes at the beginning of the unicode-file, but there are
none.
Workaround: Open the file in Writer with character set "unicode" and save it
with "Text Encoded" and "Edit filter settings" with character set "unicode".
Writer will add the two bytes and then you can open the file in Calc.
